Matthew Dembicki, who will be signing his story in Postcards at Olssen's next week,* also reports that Gene Luen Yang, cartoonist of American Born Chinese will be at the National Book Festival in the Mall in September. This is the Library of Congress event, and usually both mobbed and interesting.

Jodi Picoult (Wonder Woman) will be there as well. I've never been to this, but there have historically been a handful of comics-oriented people in attendance.
Unfortunately, I won't be at the signing due to a long-standing prior commitment. (I'll be at the Great Falls Library doing my comics-creating workshop.) I don't want folks to think I bailed at the last minute or something!
Jules Feiffer was there a few years ago. He was the absolutely friendliest person! Carol and I brough a few of out minis and he read them right them and chatted with us about comics, self-publishing, etc. Very cool.
Neil Gaiman was at the fest last year, which was held the same weekend at SPX. Unfortunately, Gaiman couldn't swing coming by SPX despite being in town.
The line for Gaiman was insane. I didn't make it up to him.
The Library has recordings of the talks up on their website btw. The link in the main story above should get you close to being there.
What?! You didn't get a 'sitter' to hold you a place in line?! C'mon, Mike, everyone in D.C. gets a sitter! ;)
Foolish of me....
