Responding to Kevin Siers comments, I believe the Post also doesn't want to be bothered with the grief of a permanent liberal member of the editorial team, as Toles and Herblock were. So they're gag cartoons, and Mike Ramirez, a conservative cartoonist (presumably to show they're fair and balanced too), and Herblock is probably spinning in his grave. (where is his grave anyway? I'd visit)
